The Network Access Officer (Wayleave Officer) will be accountable for the acquisition and negotiation of wayleave agreements in a timely and accurate manner for the delivery of major telecommunications FTTP (fibre to the premises) projects, working closely with Planning and the Project Management teams.
Key Accountability & Responsibilities
Route and acquisition feasibility
Site visits and related preparation
Correspondence with land agents, property owners, solicitors, local authorities etc.
Preparation of wayleave agreements, statutory notices and other formalities for entry onto private land
Negotiation of agreements
Negotiation of compensation claims
Liaising and reporting to project teams, design and wider company
Day to day project record keeping and reporting on internal database
Ability to carry out relevant due diligence including land registry searches and adopted highway searches in a timely manner
Knowledge & Skills
An understanding of infrastructure projects / utility network builds and experience of negotiating consents and wayleave agreements
Knowledge and understanding of the general legislation surrounding access and rights over land including NRSWA
Telecommunications - basic understanding of FTTP networks and build methods is desirable
Sound knowledge of the Communications Act 2003 (as amended by the Digital Economy Act 2017) is desirable
Agricultural / rural knowledge desirable
Confident negotiator and clear communication skills.
Excellent personal organisation, ability to work autonomously and prioritise effectively
Qualifications & Accreditations
MRICS or AssocRICS desirable but not essential
Full driving licence and access to own vehicle
